Gul Dukat is perfectly capable of love, affection, and (IMHO) a degree of remorse. It's just the fact that he's so damn good at justifying to himself, evading responsibility, and suppressing his feelings he's able to go through with all manner of horrible atrocities. Gul Dukat. Gul Skrain Dukat was a prominent figure in the Cardassian military and serves as a recurring character in Star Trek: Deep Space Nine. His role has periodically shifted between anti-hero and villain, but by the series' fifth season he had been firmly established as a villain.
As the last person to hold the position, Dukat lost favor with Cardassian Central Command and fell into a downward spiral for several years.
